HARBOR FUTURE
The Noyo Harbor District completed a Community Sustainability Plan (CSP) in June 2019. A CSP is an assessment of various factors affecting Noyo Harbor’s economic, environmental and social well-being in the face of an uncertain regulatory climate. This is a long-term, strategic roadmap for Noyo Harbor that will produce recommendations for increased support for our fishing community. Locals and visitor alike appreciate our unique, working waterfront. Preserving the culture of the vital, fishing economy benefits not only our local fishermen but increases the overall value of Noyo Harbor as an asset for the local Fort Bragg community and visitors alike.
Since the publication of the CSP the Harbor District has taken major steps toward completing many of those projects. However, due to limited resources the Harbor District largely relies on grant funds to complete these projects.
Priority Project #1: Fuel Dock
The Harbor District is still searching for a funding source for the development of a fuel dock. While it is on the top of the list, the development of a fuel dock is one of the hardest programs for which to acquire funds.
Priority Project #2: Flake Ice
The Harbor District has received funding from the Economic Development Department’s California Job’s First Program for the installation of a 20-ton flake ice machine. The system is currently being built by North Star Ice and will be in operation by June 2025.
Priority Project #3: Dredging
The Harbor District still struggles to find funding for dredging. While several conversations with federal agencies have not brough about funds, they have brought about partnership that will hopefully lead to a long-term solution to the District’s dredging needs.
Priority Project #4 North Harbor Vehicle Access and Parking
The Mendocino Council of Government is conducting a traffic study on N. Harbor drive that aims to be complete by 2025.
Priority Project #5: Mooring Basin
The Harbor District has received funds from the State Coastal Conservancy to begin the planning and permitting for the redesign of the Noyo Harbor Mooring Basin. Plans should be finalized by 2026.
Priority Project #6: Fish Cleaning Station
The Harbor District received funds from the State Lands Commission to install a fish cleaning station in Grader Park. Construction will be completed in September 2024.
Priority Project #7: Local Coastal Program Update
The City of Fort Bragg received funds from the State Coastal Commission to complete the Blue Economy Visioning, Resiliency and Implementation Plan which will conclude with an LCP update in 2026.
Priority Project #8: Fish Buyers, Receivers and Processors
The Harbor District received funds from the Economic Development Department’s California Jobs First Program to expand marketplaces for the commercial fishing industry. This program seeks to help each of the local fishermen, fish buyers, receivers and processors take the next step forward with their business. This program also seeks to educate the community on how, where and when to buy local seafood.
Priority Project #9: Gear Storage and Repair Sites
The Harbor District continues to seek funding to accomplish this task.
Priority Project #10: Improved Hoist Facilities
The Harbor District was able to re-open their 3-ton hoist in 2020 when construction on the High Dock was completed.
Priority Project #11: Boatyard/Marine Services and Supplies
The Harbor District continues to seek funding to accomplish this task.
Priority Project #12: Sidewalks, Trails and Bike Lanes
The Harbor District will look at the feasibility of installing sidewalks around the marina as part of the redevelopment process. Mendocino Council of Government will look at sidewalks and bike lanes as a part of their circulation study on N. Harbor Drive.
