PROJECTS
NOYO HARBOR MARINA REDEVELOPMENT PLAN
In 2018, the Noyo Harbor District developed a strategic plan for the redevelopment of the Noyo Harbor Marina. This plan presented a process and basic framework for redevelopment in three phases The plan also included harbor dreading, repairs to the existing wave wall, installation of new restrooms, laundry facilities, hazmat disposal facilities and a Fuel Dock with vessel pump out facilities .
In 2024, the California Coastal Conservancy granted the Noyo Harbor District funds to take the project to the next level. The Noyo Harbor District will undertake the Noyo Harbor Marina Redevelopment Planning Project which will consist of conducting community engagement and a planning study, and preparing 60% designs, permit applications and California Environmental Quality Act documents for the redevelopment of the marina.
Blue Economy Visioning Resiliency and Implentation Plan
The City of Fort Bragg partnered with the Noyo Harbor District and California Sea Grant to develop the Noyo Harbor Blue Economy Visioning, Resiliency and Implementation (BEVRI) Plan. The BEVRI Plan is made possible with grant funding from the California Coastal Commission.
The purpose of the BEVRI Plan is to create a roadmap for coastal resiliency within the harbor – balancing environmental stewardship with economic vitality. Our working waterfront is an integral part of our local culture, and a valuable asset when considering future blue economy investment. It includes developing baseline data on existing social, economic, physical, and environmental conditions of the harbor and identifying blue economy opportunities and limitations. We will also identify potential adaptation and resiliency measures, and a suite of potential projects, partners and funding mechanisms for implementation. Findings will inform policy recommendations to update the City of Fort Bragg and Mendocino County’s Local Coastal Programs.
The following site-specific technical studies and resources were developed to inform the BEVRI Plan:
• Community Engagement Plan;
• Sea Level Rise, Tsunami Hazards, and Erosion Resilience Strategy for Noyo Harbor;
• Aquaculture Feasibility Study;
• Special District Analysis and Harbor Facilities Assessment; and
• Parcel Inventory and Land Use Assessment.
COMMUNITY SUSTAINABILITY PLAN
In 2019 the Noyo Harbor District published the Community Sustainability Plan. This community-guided plan assesses economic, infrastructure, social and environmental factors in Noyo Harbor to help guide developing & prioritizing improvement recommendations.
NOYO HARBOR REVITALIZATION PROJECT
Our goal is to promote economic empowerment and sustainable growth within Fort Bragg’s Noyo Harbor District community by raising awareness about locally sourced seafood. We aim to achieve this through expanding markets, enhancing skill development, and improving infrastructure for commercial and recreational fishing. Recognizing the importance of intergenerational knowledge transfer in the fishing industry, we seek to blend traditional wisdom with modern ocean research insights. By ensuring the longevity of this crucial sector, we strive to attract and support the next generation of local fisheries, processors, and distributors, contributing to the prosperity and resilience of our community.
Noyo Ocean Collective
Noyo Ocean Collective (NOC) is a regional partnership investing resources to understand how blue economy opportunities could reinvigorate the economy of our coastal region. NOC is committed to implementing a shared resiliency vision in which economic vitality and environmental sustainability are compatible, outcomes are equitable, and community priorities are centered. Founding members of the NOC include the City of Fort Bragg, Noyo Harbor District, Noyo Center for Marine Science, Mendocino College, Sherwood Valley Band of Pomo Indians and West Business Development Center.
